Starting in 2027, the functions of sending Uzbek citizens to work abroad are planned to be transferred to the most reliable private employment agencies.

They will receive a payment of 1.5 million soums for placing each person in a high-paying job.

The proposal was made by President Shavkat Mirziyoyev at a meeting dedicated to labor migration. A rating for private agencies is planned to be introduced, taking into account actual employment, whether the vacancy corresponds to the promised conditions, the level of pay, respect for migrants’ rights and the availability of social guarantees.

The agencies are to be provided with the premises of vocational colleges free of charge, where citizens will be taught foreign languages and professions in demand abroad. Training centers that engage teachers and experts from abroad will be subject to a social tax rate of 1%, while imported equipment for classes will be exempt from customs duties.

The head of state instructed officials to draft within a month a resolution changing the procedure for agencies’ operations. It is proposed to recognize their activities as a social service, which should simplify taxation. Exactly how the functions will be distributed between private organizations and the state Migration Agency has not yet been determined.
