Uzbekistan Discusses Transition to National Carbon Regulation System

On November 3, a workshop considered the possibility of introducing a national carbon pricing system based on greenhouse gas emissions data.

Participants discussed the emissions trading system (ETS), which allows enterprises to buy and sell greenhouse gas emission permits, the procedure for quota allocation, independent verification of data, and measures against double counting of carbon credits. They also reviewed the practices of the European Union and Germany.

Separately, they discussed the impact of the EU's Carbon Border Adjustment Mechanism (CBAM) on the positions of Uzbek producers, including enterprises manufacturing mineral fertilizers and other export products. Among the possible directions for using revenues from carbon payments, they mentioned industrial decarbonization and support for green investments.

Following the meeting, participants deemed it necessary to create a reliable historical emissions database at the enterprise level. This data should form the basis for quota allocation and the introduction of national carbon pricing mechanisms.
